    On June 4, the Rajasthan Anti-Corruption Bureau (ACB) filed a 17,500-page chargesheet against Subodh Agarwal, a retired IAS officer and former additional chief secretary of the public health engineering department (PHED), opening the floodgates on a major corruption case. Agarwal headed the department implementing Jal Jeevan Mission (JJM) schemes from April 2022 to January 2024. Investigators allege that during this period, two firms—M/s Shri Ganpati Tubewell Company and M/s Shree Shyam Tubewell Company—won contracts worth Rs 979 crore between 2021 and 2023 using forged documents, with the active collusion of senior PHED officials. To qualify, the firms allegedly submitted fake work-completion certificates in the name of IRCON, a Navratna public sector enterprise under the Railways ministry. On February 16, 2023, IRCON emailed Agarwal warning that the certificates were forged, but the alert was allegedly suppressed, allowing the firms to secure contracts for pipelines, pumps and household tap connections across several districts. Investigators further allege that former superintendent engineer Mukesh Goyal, who is absconding, worked with Mukesh Pathak, a private office assistant at IRCON, to prepare the forged certificates and draft responses to PHED’s verification emails.
